In 1994, Republican Candidates stood on the Steps of the
United States Capitol and presented a contract of promises. 300 Candidates signed this document. One of the provisions the Republicans promised was that those in the U. S. Congress would serve no more than six terms and that Senators would serve no more than two terms.
Among those who signed was Walter B. Jones Jr.
